The Government is pushing ahead with ratification of the Lisbon treaty, which will give Brussels ultimate jurisdiction over our justice and home affairs and will mean harmonisation of our criminal justice system with the very different Napoleonic-inquisitorial type used on the continent. One major difference lies in the safeguards, or lack of them, against arbitrary detention on mere suspicion with no, or flimsy, evidence. In continental jurisdictions a person can be imprisoned, pending investigation, on mere suspicion by the investigating-and-prosecuting judge, confirmed by a colleague. There is no right to a public hearing, nor obligation on the prosecution to exhibit any evidence. This is collected later, while the suspect stays in jail. There is a time limit on how long a suspect can be held, and in several jurisdictions this is six months, which can be extended. It is not restricted to terrorism cases. The EU commission already has a blueprint for a single EU-wide criminal code based on continental principles, called "Corpus Juris", and article 20.3.g of this code provides that a prosecutor can have a suspect imprisoned pro-tem for up to six months (extensible). The Government's desire for 42 days appears to be a useful stepping-stone to the full six months demanded by Corpus Juris. Torquil Dick-Erikson, Rome

Superstar Shah Rukh Khan could take a break from promoting luxury brands and is expected to be roped in for the commission's "save the sari" campaign. Anguished at the pathetic condition of silk weavers in Behrampur district of Orissa, Planning Commission member Syeda Hameed told Hindustan Times that cheap silk is taking over the traditional Behrampuri saree and silk dhotis, which were heirlooms. The shrinking market needs a revival and the answer to that is Shahrukh Khan who, the Planning Commission hopes, will Chak De handloom. However, Khan is yet to respond to the Planning Commission's offer and has also failed to find time to meet Union Textile Minister EVKS Elangovan. Hameed had written to Khan a few months ago asking him to help revive the handicraft sector by being its brand ambassador. "We, at the Planning Commission, are trying to resuscitate national art and crafts....the only way to provide a lease of life to the handloom and handicraft sector is to make the youth connect to it. This can happen if an icon like you (Khan), someone whom they love, adore and respect, promotes the sector," Hameed wrote in her letter. In Varanasi, 42 weavers have committed suicide in the last two years.
