One major difference lies in the safeguards, or lack of them, against arbitrary detention on mere suspicion with no, or flimsy, evidence. In continental jurisdictions a person can be imprisoned, pending investigation, on mere suspicion by the investigating-and-prosecuting judge, confirmed by a colleague. There is no right to a public hearing, nor obligation on the prosecution to exhibit any evidence. This is collected later, while the suspect stays in jail. There is a time limit on how long a suspect can be held, and in several jurisdictions this is six months, which can be extended. It is not restricted to terrorism cases. The EU commission already has a blueprint for a single EU-wide criminal code based on continental principles, called "Corpus Juris", and article 20.3.g of this code provides that a prosecutor can have a suspect imprisoned pro-tem for up to six months (extensible). Anguished at the pathetic condition of silk weavers in Behrampur district of Orissa, Planning Commission member Syeda Hameed told Hindustan Times that cheap silk is taking over the traditional Behrampuri saree and silk dhotis, which were heirlooms. The shrinking market needs a revival and the answer to that is Shahrukh Khan who, the Planning Commission hopes, will Chak De handloom. However, Khan is yet to respond to the Planning Commission's offer and has also failed to find time to meet Union Textile Minister EVKS Elangovan. Hameed had written to Khan a few months ago asking him to help revive the handicraft sector by being its brand ambassador. "We, at the Planning Commission, are trying to resuscitate national art and crafts....the only way to provide a lease of life to the handloom and handicraft sector is to make the youth connect to it. This can happen if an icon like you (Khan), someone whom they love, adore and respect, promotes the sector," Hameed wrote in her letter. ANCHOR: Tibetan marchers have been detained by Nepali police as they attempted to enter Tibet. The march was part of an on-going protest against the violent crackdown by the chinese communist regime against Tibetans earlier this year. STORY: Two groups of about fifty members left Kathmandu on June 25 and June 26. Before leaving Kathmandu on their mission, the participants said in writing that they were prepared to sacrifice their lives. But before heading out Monk Tenzing Zaffranki said it would be a peaceful protest march. [Monk Tenzing Zaffranki, Protestor]: "If police stop us we will stay peacefully. This is what we have decided in Boudha of Kathmandu regarding our march to Tibet." But the group of twenty-three monks, 17 nuns and two Tibetan men were arrested yesterday at Chaku near Friendship Bridge. The Bridge is on the border town of Liping, the only international gateway to Tibet. Looking tired and weak after their week-long march from Kathmandu, the monks and nuns are hauled by police into a windowless truck without any resistance and taken to Kathmandu. The march is the latest in a series of protests by the exiled Tibetans in Nepal since deadly anti-government protests in the Tibetan capital, Lhasa, in mid-March. During the protests, the communist regime jailed and killed demonstrating monks. Nepali police have been cooperating with the Chinese Communist regime and not allowing protesters to cross the border with Tibet. Nepali authorities have detained thousands of Tibetan exiles during protests and since freed them. But Beijing, a key aid donor and trade partner of impoverished Nepal, wants Kathmandu to do more to crush the anti-China protests. Nepal, where more than 20,000 exiled Tibetans live, is the second-biggest home for them outside Tibet, after neighbouring India.
